Lyon County Park and Recreation Board By-Laws

Article I: Name of the Board

The name of the organization shall be the Lyon County Park and Recreation Board.

Article II: Mission

The mission of the Lyon County Park and Recreation Board is to enhance the appreciation of the outdoors and to provide a good balance of outdoor recreation with the cooperation and participation of landowners and the public.

Article III: Values

The Lyon County Park and Recreation Board will emphasize the values as they strive to fulfill their mission as adopted by the County Board.

Article IV: Purpose and Objectives

To promote the County parks and recreation.

To encourage and assist in the improvement of existing parks and recreation and the development of new parks and recreational opportunities.

To encourage and assist in the improvement of recreational opportunities.

Because of these purposes, the organization has the following objectives:
1. To oversee facilities and equipment: to recommend new facilities and equipment.

2. To provide for the interchange and dissemination of ideas and information.

3. To provide opportunities for developing effective and practical improvements of the parks and recreational opportunities.

4. To assist in publicizing the County Park systems to better inform the general public of the facilities available and the recreational opportunities.

5. To encourage the cooperation among Federal, County, State, Cities, local organizations, and the public.

6. To advise with the Board of Commissioners in matters of common concerns.
Article V: Membership

The Lyon County Park and Recreation Board shall consist of seven (7) regular members to be appointed by the Lyon County Board of Commissioners and four (4) ex officio members consisting of a County Commissioner and up to three interested citizens appointed by the County Board. The four (4) ex officio members shall have all the rights and privileges of appointed members except the right to vote.

Article VI: Term of Office

The term of the regular members shall be for three (3) years and should be staggered so that no more than two members’ terms expire in a given year. All regular terms shall expire at the first County Board meeting of the new calendar year or such time as a successor is appointed by the County Board. The ex officio members shall sit at the will of, and for such terms as the appointing Board of Commissioners shall designate.

Article VI: Vacancy

Any vacancy in the regular membership shall be filled by the County Board of Commissioners and such appointee shall serve for the unexpired term so filled, and any vacancy in the ex officio membership may be filled by the Board of Commissioners.

Article VII: Officers

Section 1. Elections.
The Lyon County Park and Recreation Board shall elect at its January meeting from its membership, a Chair and Vice-Chair and Secretary who will serve for a term of one year and shall have such powers as may be prescribed in the rules of said Board.

Section 2. Duties of the Chair.
The Chair shall preside at all meetings of the Park and Recreation Board shall have the duties normally conferred by parliamentary usage of such officers.

Section 3. Duties of the Vice-Chair.
The Vice-Chair shall act for the Chair in his/her absence.

Section 4. Duties of the Secretary.
The Secretary shall keep the minutes and records of the Board and other duties as are carried out by a Secretary.

Article VIII: Meetings

Meetings shall be held on the second Monday at 7 p.m. of each month as needed. Special meetings may be scheduled at the discretion of the Board. In the event of a conflict with holidays or other events, the staff of Lyon County will change the date and location of the meeting. The meetings will be open to the general public.

Article IX: Quorum

A majority (four members) of the total Park and Recreation Board regular members present at a regular or special meeting shall constitute a quorum for the transaction of business.

Article X: Duties of the Lyon County Park and Recreation Board

Section 1. Their duty is to study and determine the park, trail, recreation, and open space needs of the County and make recommendations to the County Board of Commissioners and/or Planning and Zoning Commission as appropriate in respect thereof; including general and specific development standards, criteria for evaluating potential sites, the extent and objectives of county participation in outdoor recreation and coordination with groups or agencies.

Section 2. To provide guidance to staff in the development of proposed annual park budget to be recommended to the County Board.

Article XI: "Robert’s Rules of Order"

Shall govern the proceedings of all meetings of the Lyon County Park and Recreation Board.

Article XII: Amendments

These by-laws may be amended by a majority vote of the existing membership of the Lyon County Park and Recreation Board, after full notice has been given in writing to all members. Amendments recommended for county Board approval.
