Garvin Park Rules
A. Statement of Policy and Purposes
1. Lyon County has provided for the creation and establishment of Garvin Park for
the purpose of conserving open space for recreation, scenery, wildlife, natural and
historic objects therein.
2. The purpose of these rules is to provide for the enjoyment of Garvin Park.
B. Penalty
Any person who violates Park rules shall be subject to immediate removal from the park
and/or face prosecution by the law.
C. Definitions
For the purpose of Park rules and regulations the terms defined in this section have
the following meanings:
"Intoxicating Liquor" – means liquors which are intoxicating pursuant to Minnesota Laws.
"Drug" – means any drug, the possession of which is in violation of Federal or State Law.
"Motor Vehicle" - means any self-propelled vehicles. The term shall include but not
limited to: Automobiles, truck, dune buggies, minibikes, motorcycles, trailbikes, all terrain
cycles (ATCs), all terrain vehicles (ATVs) and snowmobiles.
"Persons" – means any individual, partnership, corporation, or association.
D. Park Hours
Garvin Park will be open each day of the year from 8:00 a.m. to 10:00 p.m. Hours
may be altered due to hunting seasons in the park by Board action.
E. Building Rental
Only the parks warming house is available for rent. Cost of the building is $35/day.
All rentals must be done when county is not using building. All other shelters are
on a first come basis. To hold a shelter someone has to be in the building at all times.
F. Camping Areas
Camping is permitted in designated campgrounds only. Campers are allowed to stay in
the park for no more than fourteen (14) consecutive nights. Park employees are
authorized to assign and operate campgrounds. Their actions shall be governed by
the County.
Campsites are on a first come basis. Any person putting a vehicle on a site to hold
the site will be counted as using the site and will pay from then on.
Quiet hours will be from 10:00 p.m. to 8:00 a.m. No generators and/or other forms
of noise will be allowed. Please respect privileges and privacy of others.
G. Motor vehicle travel
Unlawful to operate any motor vehicle within the boundaries of Garvin Park except upon
designated roads or parking areas.
Unlawful to operate any vehicles at a speed in excess of the posted speed limits or
in a reckless or careless manner.
H. Fires and Refuse
1. Fires are permitted only in fireplaces or fire rings provided for that purpose.
2. Cutting of live trees is prohibited.
3. It is unlawful for any person to bury or otherwise dispose of garbage, refuse, sewage,
or trash of any kind except to dispose of the same in receptacles provided for that purpose.
I. Pets
All pets must be kept under restraint while in Garvin Park. Owners are responsible
for any mess left by their pet. Pets must not be let unattended.
J. Intoxicating Liquors
It is unlawful for any person to be intoxicated within Garvin Park.
K. Public Safety
It is unlawful for any person to display or have in their possession weapons of any
kind, except during the open turkey and deer season or through special permission of
park staff.
It is unlawful for any person to have in their possession explosives and/or fireworks
of any kind.
L. Personal Behavior
It is unlawful for any person to engage in any violent, immoral, abusive, loud,
obscene, or other conduct creating or tending to create a breach of the peace or to
disturb or annoy the recreational enjoyment of park lands and waters by other members
of the public.
M. Horses
A person may ride or lead a horse in Garvin Park only on trails or areas posted and
designated for such use.
N. Environmental Protection
The park environment is for the enjoyment of all. It is, therefore, unlawful for a
ny person to destroy, injure or damage any land or personal property of the County,
including but not limited to trees, vegetation, park buildings, and park equipment.
O. Deer Hunting
The park shall be open to archery season. Any person wishing to hunt in the park
must obtain a permit from park staff before being able to hunt. Hunting regulations
may be different from state regulations. Regulations may be obtained from park staff.
P. Turkey Hunting
Turkey hunting is allowed in the park. Only permitted licensed hunters may hunt in
the park. Park hours may be varied due to safety concerns.
Q. Trapping
No trapping is allowed in park except by park staff or with permission of park staff.
R. Snowmobiling
Snowmobiling is allowed in the park. Snowmobiles are required to stay on designated
trails.
S. All Terrain Cycles and All Terrain Vehicles
No ATCs or ATVs are allowed in the park except for vehicles operated by park staff for
performing park related duties.
