They serve as fundamental legal records for real estate, as an essential resource for surveyors, and as an analytical tool for the state’s physical geography prior to European settlement. The original public land survey plats are the official legal land records for Minnesota and all property titles and descriptions stem from them.

Sign up for a free membership, if you do not already have one, to gain access to the documents. The QuestCDN number is 3483386. The downloading fee for the documents in a pdf format will be $20.00. The downloading fee is non-refundable.

Copies of the Contract Documents may be obtained at the Issuing Office, ISG, at 115 East Hickory Street, Suite 300, Mankato, MN 56001 (Phone 507.387.6651) for a non-refundable fee of $200.00 each. For documents that must be mailed, the fee is $250.00. When requesting mailed documents, please include your address, phone number, and fax number. Make checks payable to ISG.

Sealed Bids should be mailed or hand-delivered to Michael Votca, City Administrator, 336 Morgan Street, Tracy, MN 56175, and should be clearly marked as a sealed bid for SAP 42-611-030 and SAP 42-611-032. Each Proposal must be accompanied by a certified check or bid bond, payable to the City of Tracy, for at least 5% of the amount of the Bid. The City & County reserve the right to reject any or all bids.

General Information

Lyon County is located in Southwest Minnesota approximately 60 miles North of the Iowa border and 60 miles East of the South Dakota border. It’s home to primarily agricultural land and to a variety of industries. The Sheriff’s deputies patrol approximately 721 square miles, and contract police services to the cities of Cottonwood, Balaton, Lynd, Russell, and Ghent. Lyon County Sheriff Deputies are affiliated with the Brown, Lyon, and Redwood Drug Task Force as ERU and Liaison members. Onsite, with the LEC, the Lyon County Sheriff also houses the Correctional Detention Facility, Emergency Management, and is responsible for courthouse safety and security.

Interesting Fact: Lyon County was established by two legislative acts on March 6, 1868, and March 2, 1869. It’s named after General Nathaniel Lyon, who was killed in the Civil War.

NO WAKE ZONE ON LYON COUNTY LAKES

Until further notice, there will be a NO WAKE ZONE Order Enforced on Lyon County Lakes that are posted with No Wake Zone sign until the lake water recedes to normal levels. Anyone found in violation of this order is subject to criminal penalties and or civil liability for damage to any property.

Lyon County E9-1-1 City Address Notification

Dear City Administrator,

 

This letter is to solicit your assistance in providing new addresses or address changes that you may have in your community. As you know, assigning of names and addresses of new residences or new streets, etc. are all the responsibility of the city.

This information needs to be shared as soon as possible with Lyon County Public Works, GIS department. There will be a fillable form on the Lyon County Public Works website by April 15, 2015.

The county GIS department then shares this information with the Lyon County PSAP (Public Safety Answering Point) so that the 911 data base can be updated.

If these new addresses, streets, etc. do not get passed on to Lyon County GIS it does not get into the 911 system.

I am sure you can understand the importance of this information getting to the PSAP. As it is now, if a landline call is made from a residence, the computer will plot it out at that address and it will attach a name, who the ambulance and fire and law enforcement providers are along with the address. This is extremely important life and safety issue. Even if the call is made by a cell phone, the first thing that the 911 dispatcher asks is “what is the address of your emergency?” If we don’t have that address, or even street in our computer, it can slow emergency response.

What we are requesting is that new addresses and/or street information be sent as soon as possible to our GIS. Using the fillable form on the website should make this a relatively easy process.

The process and activities of preventing, mitigation the effects of, protecting against, responding to, and recovering from all threats and hazards. MN State Statute:12.03 (Definition).
  • Mitigation: Identify hazards and activities to prevent/lessen the impact of a disaster on lives and property.
  • Preparedness: Assist individuals and communities take steps to be ready for a disaster.
  • Response: Support and coordinate local agency emergency response activities.
  • Recovery: Work to restore public services and return the community to normal.
Generalized Emergency Manager Responsibilities:
  1. Coordinating the county government response to the disaster.
  2. Coordinating with any local government(s) affected by and/or responding to the disaster.
  3. Coordinating with any state and/or federal agencies responding to the disaster.
  4. Coordinating with any businesses/industries directly affected by and/or responding to the disaster.
  5. Coordinating, registering, and channeling the service of volunteers.
  6. Generating appropriate public information.

Human Resources

 

Human Resources administers the personnel policies and procedures adopted by the Lyon County Board as well as classification and compensation plans, performance planning and review programs, and maintaining personnel records for each employee. Human Resources coordinates the recruitment, selection, orientation, development, transfer, and separation of employees. Affirmative action, Civil Rights compliance, Minnesota and Federal Family and Medical Leave Act, short-term disability, HIPAA regulations compliance, and ADA compliance are also major functions of the office.  The office coordinates and administers employee benefit programs for all departments, and works closely with Lyon County Administration and the County Board. 

The County Recorder is the custodian of the land records and vital statistic records pertaining to Lyon County. It is the responsibility of this office to preserve these records in an archival quality format and assure easy and accurate access to the same. Duties are defined as:

Lyon County Public Works includes the following Departments:

Highway (Road and Bridge): County road and bridge maintenance, road signage, flood control structure maintenance, and snow removal from county roads.

Geographic Information Systems (GIS): Maintains the County E-911 system, and provide mapping services.

Planning & Zoning: Also includes county programs for feedlots, shoreland management, septic systems, ditches, and invasive weed inspections.

Environmental: Manages the regional landfill, household hazardous waste program, and coordinates recycling, water management planning, and solid waste reduction efforts.
